The Science Council of Ministry of Justice made comments about the science research plan of the Ministry in 2017On 27th April, Minister of Justice Le Thanh Long hosted the Ministry Science Council of annual meeting in order to build the science research plan for the Ministry in 2017.Vice President of Legal Institute Nguyen Van Cuong informed that the Institue had reviewed and listed 21 out of 55 mission offers to consult experts. Other than 4 second priority missions and 5 non-priority missions, there are 12 top priority missions.
Having discussed at the meeting, the members of the Council stated that there must be criterias to determined which science missions need to be priority. Associate Professor, Doctor Duong Dang Hue suggested that the Ministry consider scientiffically commenting the Civil and Criminal Code to be top priority missions and need to be done as soon as possible. He also suggested adding case law in teaching and researching at Hanoi Law University since the University is the Jurisprudence training facility.
Doctor Hoang Ngoc Thinh agreed with Mr. Hue that case law needs to be studied eventhough Legal Institute did not included it in the top priority list. Futhermore, in order to become the top facility in training legal staffs, Hanoi Law University need to seize this opportunity to update new teaching method. However, Mr. Thinh shared the opinion that this proposal could be the second priority missions since the resource condition is not capable of funding it.
Beside some disagreed opinions, Assosiate Professor, Doctor Tran Van Do and Doctor Nguyen Thi Minh supported the “Online money – Academic and reality issues in Vietnam law” proposal because this topic is good for the market economy. Since Vietnam have not had any regulation about online money, it will be better to study how other country approach this matter.
Basically agreed with the members of the Council, Minister Le Thanh Long emphasized that the missions need to ensure the special and technical criterias. In specific, science research must be one step ahead of real management and operation, unwrapping difficulties, prioritizing matters relate to training staffs and at the same time, appropriately distribute to involved units. Among the 2017 science missions, the Minister prioritized the two Code science commentary. And for case law, he proposed Hanoi Law University to pilot the teaching first.
