The Ministry of Justice held a press conference to inform about activities of the Justice sector  in the first quarter of 2016
On 8 April 2016, the Ministry of Justice held a press conference to inform about activities of the Justice sector in the first quarter of 2016 with the participation of representatives of press agencies and Departments of the MOJ. Mr. Tran Tien Dung, Deputy Minister of Justice cum Chief Executive of the MOJ’s Office, Spokesman of the MOJ chaired the press conference.
In the first quarter of 2016, the Ministry of Justice implemented comprehensively key activities in all aspects, closely following the direction of by the Government and the Prime Minister.
Activity of legal normative document development has been improved
One of the key tasks in the first quarter emphasized by Deputy Minister Tran Tien Dung was the positive result of the activity of legal normative document development. In the first quarter of 2016, the Government, the Prime Minister, ministries and ministerial-level agencies issued 20 out of 57 legal normative documents (inclusive of 9 decrees, 10 circulars and 1 joint circular) guiding 20 laws which have already taken effect. Therefore, the rate of issuing guiding documents is higher than that in the first quarter of 2015.
The Ministry of Justice has appraised 15 draft legal documents, 16 international treaties. The Ministry has also made comments on 123 draft legal documents and 37 international treaties and prepared the Law on Information Access for the Congress to pass. In addition, the MOJ is actively executing the deployment plans to implement the Penal Code (amended), the Civil Code (amended), the Civil Procedure Code (amended) and the Administrative Procedure Law. When it comes to post-review of legal normative documents, the MOJ examined 725 documents of the ministries, agencies and localities. Through the post-review, 15 documents which violated Article 3 of Decree No. 40/2010/ND-CP dated 12 April 2010 on the examination and handling of legal documents were detected and annouced.
Good results in the fields of civil judgment enforcement and civil status reached
In the field of civil judgment enforcement, in the first 5 months of 2016, this activity also achieved some positive results. Accordingly, civil judgment enforcement agencies completely executed 164,995 cases, with the rate of 41.93 per cent, equivalent to VND 7,379 billion, (an increase of 11.11 per cent compared with the same period of last year).
Regarding civil status activity, the Ministry of Justice has launched a pilot of birth registration software, connecting to personal identification numbers as from 4 January 2016 in Ha Noi, Hai Phong, Da Nang, Ho Chi Minh and Que Phong district of Nghe An.
At the press conference, reporters asked many questions related to the fields under the state management scope of the Ministry of Justice, including the implementation of the Penal Code, the Civil Code; state compensation.. . Leaders of relevant departments of the MOJ directly answered to those questions in a satisfactory manner, thereby helping reporters with more comprehensive and accurate look about the activities of the MOJ./.
