Striving to improve the PAR Index
On 25 December 2015, Ministry of Justice and Ministry of Education and Training held the workshop on legal department operation of the education sector. Deputy Minister of Justice Dinh Trung Tung and Deputy Minister of Education and Training Pham Manh Hung co-chaired the workshop.

Reporting at the workshop, director of the Legal Department of the Ministry of Education and Training Le Thi Kim Dung emphasized that the coordination between the two ministries in 2015 was very effective as shown by the results of the implementation of 9 fields of coordination. Particularly, in terms of legislative development, with the direction of the leaders of the Ministry of Justice and the coordination of the functional units of the Ministry of Justice, the Ministry of Education and Training has submitted 12 draft legal normative documents to competent authorities and issued 35 legal normative documents under its competence. Regarding education and training, the two ministries specifically performed a number of coordinating activities, including the implementation of Decision No. 549/QD-TTg dated 4 April 2013 of the Prime Minister approving the overall Scheme to build Hanoi Law University and Ho Chi Minh Law University as key universities for training law officers, and Decision No. 2083/QD-TTg dated 8 November 2013 of the Prime Minister approving the project of "Building the Judicial Academy as a major center for training judicial titles"; and the establishment of the 2nd base of Hanoi Law University in Bac Ninh province.

In the year of 2016, the two ministries will continue to better implement the Program No. 474/CTr-BGDĐT-BTP on coordinating performance of the activity of legal departments of the two ministries for the 2015-2020 phase, which was signed on 23 June 2015 by the two ministers. In particular, the cooperation will focus on the activity of legislative development which Deputy Pham Manh Hung very concerns because of some problems and shortcomings recently. In this sense, the Ministry of Education and Training kindly requests the Ministry of Justice to continue closely coordinating in appraising and giving comments on drafted legal normative documents, ensuring duration and quality assurance, as well as handling legal issues incurred.

Sharing the same suggestion of Deputy Minister of Education and Training, Deputy Minister of Justice Dinh Trung Tung also repeatedly mentioned the need to coordinate more closely between the two ministries in the work of legislative development. In addition, Deputy Minister Dinh Trung Tung proposed that in 2016, the two ministries will jointly strive to improve the PAR Index, in order to effectively deploy the Program No. 474./.

In order to improving the activity of legal departments of the Education and Training sector, on 23 June 2015, the Minister of Education and Training and the Minister of Justice signed the Program for coordinating performance of the activity of legal departments of the two ministries for the 2015-2020 phase.

According to the Program No. 474/CTr-BGDĐT-BTP, in the 2015 - 2020 phase, the two ministries will enhance the effective coordination on 9 fields of state management. Accordingly, for the legislative development, the two ministries will closely coordinate to promulgate legal normative documents, and programs, schemes and projects related to education and training. In particular, the two ministries will focus on the implementation of the tasks defined in Resolution No. 88/2014/QH13 of the National Assembly on innovation of programs and textbooks of general education and development of the Law amending and supplementing a number of articles of the Law on Education. As for inspecting, reviewing and codifying legal normative documents, the two ministries will promptly exchange and agree to handle legal normative documents contrary to laws, and jointly organize inspection missions to examine the implementation of laws related to the education and training sector in ministries, sectors, localities and education and training institutes.
