Promptly improving the legal framework for issuing personal identification numbers

In 2014, Ministry of Justice will collaborate with Ministry of Public Security to draft a number of laws and decrees in order to improve the legal framework for issuing personal identification numbers and the National Database on Population.

These tasks were planned in Decision No. 17/QD-BCD896 dated 19 March 2014 issuing the Scheme for implementing the master plan to simplify administrative procedures, citizenship papers and the population management databases (known as Project No. 896) in 2014.

According to the Scheme, these tasks were assigned to Ministry of Justice and Ministry of Public Security in 2014. Ministry of Justice will preside over drafting the Law on Civil Status to submit to the 13th National Assembly   at its 7th session in May 2014 and 8th session in October 2014. Ministry of Public Security will preside over drafting the Law on Citizens’ Identification, decree on issuing, managing and using personal identification numbers, decree (amended) on the National Database on Population and decree on updating, sharing and exploiting population information in the National Database on Population.

In terms of establishing the National Database on Population, from April 2014 to the third quarter of 2015, Ministry of Public Security will preside over implementing procedures for ensuring the establishment of the National Database on Population. Meanwhile, from March 2014 to June 2015, Ministry of Information and Communications will preside over studying and choosing the list of technical standards of integrating, connecting and sharing the National Database on Population with the information systems of other ministries, agencies and localities.

In addition, from April 2014, the 896 Steering Committee Office will hold training courses for ministries and agencies reviewing and proposing options on simplifying administrative procedures, citizenship papers and the population management databases. From May 2014 to November 2014, ministries, agencies and the 896 Steering Committee Office will review and propose options on simplifying administrative procedures, citizenship papers and the population management databases within the state management scopes of these ministries and agencies to submit to the 896 Steering Committee. These ministries and agencies will collect opinions and suggestions of relevant authorities, organizations and individuals on the draft of options on simplifying administrative procedures, citizenship papers and the population management databases from May 2014 to November 2014. Therefore, the draft of resolution on simplifying administrative procedures, citizenship papers and the population management databases will be submitted to the 896 Steering Committee in December 2014.
