On 13 February 2014, Prime Minister Nguyen Tan Dung signed Decision No. 251/QD-TTg issuing Plan of the Government to implement the new Constitution of the Socialist Republic of Vietnam (the Plan).
Many important
purposes of the Plan have been listed in this decision. One of key goals of the
Plan is to disseminate the spirit and content of the Constitution to
strata, officers, public servants, state employees, armed forces and workers.
Raising awareness of respect and observance of the Constitution, and ensuring the
compliance of the Constitution are other objectives of this Plan. In addition,
another purpose of the Plan is to review legal documents in order to promptly amend,
repeal or issue new ones in accordance with the Constitution. What is more, the
Plan will specify the content of tasks, deadlines, completion schedules and
responsibilities of the agencies and organizations involved in the
implementation of the Constitution, which ensures timeliness, synchronization,
consistency and efficiency of this activity.
In terms of the content
of this Plan, there are two groups of tasks listed, as follows:
1. Introducing, training and disseminating the content
and significance of the Constitution
a) Organizing a national conference to introduce and disseminate the
content and significance of the Constitution for legal speakers and
propagandists;
b) Organizing intensive training classes on the content of the Constitution
for officials, leaders and legal staff of ministries and agencies;
c) Introducing and disseminating the content and significance of the
Constitution for officials and state employees working for agencies, organizations, and for citizens;
d) Organizing a writing contest with the
topic of "Learning the Constitution of the Socialist Republic of
Vietnam" on a national scale;
e) Reviewing and re-editing textbooks and documents for studying and
teaching the Constitution and laws;
f) Studying and publishing scientific commentary on the Constitution;
g) Disseminating and introducing the Constitution serving foreign affairs.
2. Reviewing legal documents issued by the Government and
the Prime Minister in order to promptly amend, repeal or issue new ones in
accordance with the Constitution
According to this,
ministries and agencies must comprehensively review legal documents issued by
state agencies at central and local levels. Thereby, they make a list of
unconstitutional provisions needing to be suspended the enforcement, and make a
list of regulations needing to be amended, repealed or promulgated by new ones
in accordance with the Constitution.
In this Plan, the
Government also assigned specific tasks and responsibilities for ministries,
agencies and localities, especially Ministry of Justice to implement the Plan.
