Amending the stipulation on the people’s identity card

The Government issued Decree No.106/2013/ND-CP dated September 17, 2013 amending and supplementing a number of articles of the Government’s Decree No. 05/1999/ND-CP dated February 03, 1999, on the people’s identity card already amended and supplemented by the Government’s Decree No. 170/2007/ND-CP dated November 19, 2007.

As stipulated in the Decree, the phrase "Independence - Freedom - Happiness” is added to below of phrase “the Socialist Republic of Vietnam” in the front side of the people’s identity card. Besides, the phrases “full name of father”, and “full name of mother”  are removed in the back side of the people’s identity card.

The Decree also stipulated the time to grant people’s identity card. Accordingly, after fully receiving the valid papers and completing the procedures as prescribed in Points a and b above, the police office shall have to finish the people’s identity cards to citizens within the earliest time-limit, which must not exceed 07 working days for case of new grant, renewal,  and 15 working days for case of re-grant in cities, provincial capitals; not exceed 20 working days for all cases in rural districts of mountainous, high, border areas and islands; and not exceed 15 working days for grant of the people’s identity cards in the remaining zones.

This Decree takes effect on November 02, 2013.
