Government issues resolution on formulation of legal documents

The Government has commented on the mechanism of controlling the promulgation of circulars and inter-ministerial circulars, proposed by the Minister of Justice, according to its newly-issued resolution. The move was made after a number of new legal documents have caused negative public feedback.

In order to raise the quality of legal documents, the Government tasked ministers and heads of ministerial-level agencies to strengthen the capacity of cadres responsible for legal document building and make use of experts’ comments during the compilation process.

The Ministry of Justice was requested to enhance the capacity of verifying and inspection legal documents to make sure that they are compatible with the Constitution and highly feasible.

The Government assigned relevant ministries and agencies to finalize six bills on healthcare insurance, marriage and family, notarization, environmental protection, civil affairs, management and use of State capital invested in businesses.

Pilot project on eliminating district-level People’s Councils

Regarding the elimination of district-level People’s Councils, the Ministry of Home Affairs will coordinate with relevant ministries and agencies to collect the Cabinet members and finalize the draft report on implementation of the pilot project, the resolution says.

The draft report must cover shortcomings and obstacles when selected localities pilot non-organization of People’s Councils as well as proposed models for local authority organization.

The findings will be the basis for the Government to put forward proper amendments to the 1992 Constitution regarding this aspect./. -VGP
