New Directive on complaints and denunciations settlement

Prime Minister Nguyen Tan Dung has issued Directive No. 14/CT-TTg on asking inferior levels to improve the efficiency of complaints and denunciations settlement. He also urged inferior levels to develop database on prolonged and complicated cases and publish them on local websites.

Accordingly, Chairmen of provincial People’s Committees are responsible for directly handling complicated cases of denunciations and complaints involving many people.

As complaints and denunciations involving many people take place near central agencies, Chairmen of relevant provincial People’s Committees must dispatch officials to collaborate with the Government Inspectorate, Ministry of Public Security and other concerned ministries to discuss handling solutions in order to ensure security and public order.

The Government chief stressed the need to overcome shortcomings of State management and policy transparency, particularly in the field of land management and use to reduce complaints and denunciations.

In case of coercive land seizure, the use of security forces armed with weapons is completely banned.

The Government Inspectorate is assigned to work with the Ministry of Natural Resources and Environment and concerned ministries and agencies to review prolonged and complicated complaint and denunciation cases and set up taskforce to handle these cases. This must be the central task of complaints and denunciations settlement work.

Under the Directive, inferior levels must make public the contents, solutions process and outcomes of complaints and denunciations settlement through mass media.
