General Secretary To Lam works with the Party Committee of the Ministry of Justice
On the occasion of Vietnam Law Day, on the morning of 7/11, in Hanoi, General Secretary To Lam worked with the Party Committee of the Ministry of Justice on the results of leadership and direction in implementing the tasks of the Ministry and the Justice sector since the beginning of the term of the 13 Party Congress until now, and the direction until the end of the term.
Attending the meeting were Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac; Secretary of the Party Central Committee, Head of the Party Central Committee Office Nguyen Duy Ngoc;
Also attending the meeting were members of the Party Central Committee: Deputy Prime Minister Le Thanh Long; Vice Chairman of the National Assembly Nguyen Khac Dinh; Minister of Home Affairs Pham Thi Thanh Tra; Permanent Deputy Head of the Central Organizing Committee Hoang Dang Quang;
On the side of the Ministry of Justice, there were Central Party Committee member, Minister of Justice Nguyen Hai Ninh and comrades in the Party Executive Committee of the Ministry of Justice.
At the meeting, on behalf of the leaders of the Party and State, General Secretary To Lam acknowledge, appreciate and congratulate the achievements and results that the Ministry of Justice has achieved in recent years.
However, the General Secretary pointed out that the work of perfecting institutions, focusing on building and perfecting laws, which is an important responsibility of the Ministry of Justice, still has many shortcomings and limitations; he requested that the Ministry of Justice pay attention and soon have solutions to overcome them.
The General Secretary proposed to strongly innovate legislative work according to the functions and tasks of the Ministry of Justice, including innovating the thinking of law-making.
Regarding the Law and Ordinance Building Program proposed annually by the Party Committee of the Ministry of Justice, the General Secretary requested that it must be based on Vietnam's development practices, bottlenecks and bottlenecks caused by legal regulations that need to be resolved; new issues and urgent development practices that have not been regulated by legal regulations; and new policies of the Party that have not been institutionalized to build and propose the Program.
At the same time, focus on building a legal corridor for new issues and new trends (artificial intelligence, digital transformation, green transformation, etc.); form a breakthrough mechanism to attract domestic and foreign talents; implement the mechanism of "Amending one law, adjusting many laws" to immediately overcome the contradictions and overlaps of laws.
In legal appraisal and drafting of legal documents, the General Secretary requested to absolutely not allow group interests, legal impacts, omissions, or incomplete assessments of security factors that cause negative impacts on the common interest, national interest, and people's rights.
Regarding the strong innovation of the law-making process, the General Secretary noted three guarantees. These are: Ensuring democracy, transparency, timeliness, feasibility, efficiency, ease of application in practice, saving time and costs, improving the "productivity and quality" of law-making; ensuring the assessment of real policy impacts; ensuring the implementation of a mechanism for receiving and explaining comments from affected subjects, which are people and businesses, not allowing group interests, local interests, and not making it difficult for people and businesses in designing legal regulations.
The General Secretary also noted the development of human resources for legal advisory work; enhancing responsibility for participating in international integration, responsibility for building international law, and protecting Vietnam's interests.
Based on the recommendations and proposals of the Party Committee of the Ministry of Justice and the comments, the General Secretary agreed to consider including in the 2025 Work Program of the Politburo and the Secretariat the content of research, development and submission to the Politburo for promulgation of the Directive on "Innovation in law-making and enforcement to meet the requirements of national development in the new era".
The General Secretary believes that with nearly 80 years of tradition of building and growing, with enthusiasm, desire and intelligence, the Ministry of Justice will definitely have strong development, making important contributions to the overall development of the country.
