National preliminary review conference of judicial work during the first 6 months of 2016

On July 11th, the Ministry of Justice organized an online National preliminary review conference of judicial work during the first 6 months of 2016 at 64 locations across the country.
Attending the Conference were Deputy Judge of the Supreme People’s Court Nguyen Thuy Hien, Deputy Minister of Finance Vu Thi Mai and representatives of many other central and local agencies, organizations. On the side of the Ministry of Justice were Minister Le Thanh Long, Deputy Ministers Dinh Trung Tung, Nguyen Khanh Ngoc, Tran Tien Dung as well as representatives of agencies from the Ministry, Department of Justice, Local law enforcement and the local departments of judgement excution.
Comprehensively deploying all work fields
To evaluate the results of judicial work during the first 6 months, Deputy Minister Tran Tien Dung informed that the Ministry and Judicary have promptly, comprehensively and strictly implemented the Program, Work plan, Resolution, direction of the Party, the National Assembly, the Government and each locally political missions. The missions of the Ministry, Judiciary were implemented with guaranteed qualities and progression compare to the issued program and plan at the beginning of the year. Some work fields have also had positive changes and results.
In the last 6 months of 2016, the Ministry of Justice will focus on effectively implementing the 2015 Law on legal normative documents promulgation and Circular No. 34/2016/ND-CP on guiding the 2015 Law on legal normative documents to create a breakthrough at the policies formulation stage and also focus on synchronously deploying all the laws that became effective in 2016. The Civil status Law will continue to be aggressively execute, which expands the birth registration pilots as well as granting personal identification number in order to timely and accurately import the information into the National citizens database. Other goals such as improving the administrative and civil judgement execution service; completing legal system to be coincide with Vietnamese commitments in the Trans-Pacific Partnership Agreement (TPP); training and nuturing officials, public servants; modernizing public services…
The Civil status Law met most of the citizens requirements in civil status registration
Director of Department of Civil status, nationality and certification Nguyen Cong Khanh affirmed that the Civil status Law and its guiding documents have met most of the citizens requirements and the state requirements in managing during the transformation stage as well as contributed to the administrative proceedings improvement.
The statistics of the Report on national civil status registration during the first 6 months of 2016 showed that the Communal People’s Committees have granted 881,091 birth certificates (about 81 per cent of the cases registered on time); as well as 357,066 marriage certificates and 267,199 death certificates. Generally, the civil status registration service guarantee to be legitimate and received a lot of sastifaction from the people.
At the Conference, Mr. Khanh also exchanged some issues relating to the civil status service in order to lawfully apply the Civil status Law in civil status registration agencies.
Strengthening inspection and examination work
The delegates who attended the Conference all appreciated the positive results of judicial works in the first 6 months of 2016. Additionally, many locals frankly revealed their problems and difficulties while implementing the assigned missions. Therefore, Minister Le Thanh Long demanded the units of the Ministry to solve these problems as soon as possible.
To review the judicial work during the first half of 2016, the Minister stated that all the Judiciary have tried to complete the proposed works, sticked to the important missions as well as contributed to the political missions of the Ministry and judiciary. However, he also reminded the delegates that there are still a lot of problems, such as unfinished normative documents or some issues with the normative documents formulation recently as well as the unstable civil judgement execution work and the judicial assistance work..
The Minister demanded that the whole judiciary need to continue focusing on completing the important missions and be ready to solve any new problems that might occur. According to the Minister, legal documents formulation and legal execution as well as the preparation for the implementation of Circular No.34/2016/ND-CP on evaluating policies need more attention. He also wanted the inspection and examination work to be well implemented, esspecially matters that people are very concerns with. The primary goal is to improve judicial work quality and earn the people trust in the operation of the Ministry and Judiciary.
