On September 18, the signing ceremony of a joint circular on guiding the implementation of the State's liability in civil proceedings’ activities, administrative proceedings took place in Hanoi. In the presence of the Chief Justice of the Supreme People's Court Truong Hoa Binh and representatives from a number of agencies, units, Justice Deputy Minister Pham Quy Ty, Deputy Chief Justice of the Supreme People's Court Tong Anh Hao, Vice Chairman of the Supreme people's Procuracy Nguyen Thi Thuy Khiem agreed to sign this joint Circular. The Joint Circular consists of five chapters, 28 articles and 11 of the attached forms and will be effective from November 12, 2012.

Speaking at the signing ceremony, the leaders of three agencies confirmed this Circular have an important role in contributing to improving the system of legal provisions on compensation for damage caused by unlawful acts of duty caused; contribute to ensuring the implementation of the Law on State compensation liability more effective in settlement of compensation practices in the operation of civil proceedings, administrative proceedings; ensure principle of compensation promptly, openly and legally, to protect the legitimate interests of citizens and the State.

Deputy Minister Pham Quy Ty hoped this Circular together with the Circular was issued in coming time would contributed to overcoming the limitations and problems that exist in the practice of compensation for damage caused by not documents to guide the implementation of the implementation of the State's liability.
