National Assembly Standing Committee discussed the project of draft Law on Civil Status

On September 13, the National Assembly Standing Committee discussed the draft Law on Civil Status reported by Minister of Justice Ha Hung Cuong on behalf of the Government.

The idea of ​​removing the papers document associated with the identity of each person such as birth, marriage, death, guardians, foster parents, identify ethnic, gender,… and the granting of a code identifier for each person on the basis of this figure can know all the events in their lives in the draft Law are appreciated by members of the National Assembly Standing Committee and this may revolution.

Accordingly, the State will establish a note book called the registry of civil status-where citizens get birth registration. With expect to make it easy for people not residing in the birth registration, the law of civil status events arising after the birth registration is not required to register at keeping of civil status but people may require registration at the place of their residence.

Citizens hold some personal status, granted upon birth registration according to the provisions of this draft Law and match with the book status content. When they need to prove their civil status, It just need to present personal status.

According to the Government, the renovation of the two types of status as the book and improve civil registration method will contribute important data to overcome the scattered status, is a prerequisite for the national formation database of civil status, to ensure favorable conditions for organizations and citizens require operators to use.

Speaking at the debate, Minister of Justice Ha Hung Cuong said that was real concern for many years. Minister with Mr. Phan Trung Ly, Chairman of the Legal Committee of the National Assembly said that not approve this draft Law to the 4th session of the National Assembly to take the time to build a common strategy and a plan define roadmap.
