Ministry of Justice on March 23 organized a seminar to discuss the draft Decree replacing Decree No 02/ 2008/ ND-CP dated 04/ 01/ 2008 of the Government providing details and guidelines for implementation of several articles of Notary Law ( Decree No 02). Deputy Minister Nguyen Duc Chinh attended and chaired the seminar.
Attending the seminar were also members of draft decree compiling board and editing group, representatives of departments of Justice and Notary organizations in Northern provinces and departments under Ministry of Justice.
After three years of implementing Notary Law and Decree No 02, the gained results were encouraging. This proved that socializing the notary activities was essential, creating the favorable conditions to develop professional notarization practices in Vietnam, contributing to the administrative reforms, promoting the national socio-economic developments and drawing foreign investment. However, the implementation of the Notary Law and Decree No 02 witnessed weaknesses and shortcomings.
Addressing at the seminar, Deputy Minister Nguyen Duc Chinh emphasized the urgency and need of issuing new Decree replacing Decree No 02 to resolve the current difficulties and create integrated legal basis for notary practices. He also asked the delegates to discuss and give opinions on main points of the draft decree such as: criteria for notaries; models of the notary organizations; state management over the notary, building and sharing notary database…/.-ITD
