1. Decree No. 54/2015/ND-CP dated 8 June 2015 of the Government took effect as from 1 August 2015. According to the Decree, State agencies, organizations, households and individuals shall be subjected to preferential treatment in terms of credit loans, tax exemption and reduction.
2. Decree No. 56/2015/ND-CP dated 9 June 2015 of the Government stipulates principles, procedures and criteria for evaluating and classifying cadres, civil servants and public employees as regulated in the Law on Cadres and Civil Servants and the Law on Public Employees. The Decree took effect as from 1 August 2015.
3. Decree No. 57/2015/ND-CP dated 16 June 2015 of the Government providing amendments to a number of articles of the Decree No. 152/2013/NĐ-CP on management of motor vehicles brought into Viet Nam by foreigners for tourism purposes also took effect as from 1 August 2015.
According to the Decree, foreign motor vehicles permitted to be imported into Vietnam for the travelling purpose include left-hand drive automobiles for the transport of up to 9 persons, left-hand caravans, and motorbikes.
4. Decree No. 58/2015/ND-CP dated 16 June 2015 of the Government on amending and supplementing a number of articles of the Government’s Decree No. 192/2013/ND-CP on sanctioning administrative violations of management and use of State-owned property, thrift practice and waste combat, national reserve and State treasure provides that a pecuniary penalty from VND20-30 million will be given to the act of misusing funds sourced from the State budget. The Decree took effect as from 1 August 2015.
5. Decree No. 59/2015/ND-CP dated 18 June 2015 of the Government will take effect as from 5 August 2015. The Decree guides detailed implementation of the Law on Construction in terms of construction project management, contractors, classification of construction projects, establishment, assessment and approval of construction projects.
6. Decision No. 19/2015/QD-TTg dated 15 June 2015 of the Prime Minister prescribing criteria for identifying hi-tech enterprises took effect as from 1 August 2015.
According to the Decision, hi-tech enterprises must satisfy the criteria which are defined at the Law on Investment and meet three other criteria.
7. Decision No. 20/2015/QD-TTg dated 18 June 2015 of the Prime Minister amending and supplementing some articles of the Decree No. 46/2009/QD-TTg dated 31 March 2009 of the Prime Minister providing for specific allowances for officials and employees working in some particular hospitals. The Decision will take effect as from 15 August 2015.
8. Decision No. 21/2015/QD-TTg dated 18 June 2015 of the Prime Minister amending some articles of the Decision No. 559/2007/QD-TTg dated 11 May 2007 of the Prime Minister on converting the HCM Securities Trading Centre to the HCM Stock Exchange (HoSE). The Decision will take effect as from 8 August 2015.
9. Decision No. 22/2015/QD-TTg dated 22 June 2015 of the Prime Minister will take effect as from 10 August 2015. The Decision stipulates the transformation of public non-business units under the control of ministries, agencies of the Government, cities and provinces or economic corporations into joint stock companies.
10. Decision No. 23/2015/QĐ-TTg dated 26 June 2015 of the Prime Minister specifies the State mechanism of payment by means of land fund to investors in construction investment projects in the form of Built-Transfer. The Decision will take effect as from 15 August 2015.
11. Besides, other legal normative documents also come into effect from April 2015, including:
- Circular No. 21/2015/TT-BGTVT dated 5 June 2015 of the Ministry of Transport providing for working and rest time applied for laborers doing the special jobs in the field of railway transport, which took effect as from 1 August 2015;
- Circular No. 89/2015/TT-BTC dated 11 June 2015 of the Ministry of Finance guiding activities of import, export, purchase and sale of national reserve, which took effect as from 1 August 2015;
- Circular No. 06/2015/TT-BTP dated 15 June 2015 of the Ministry of Justice detailing and guiding the implementation some articles of the Law on Notary, which took effect as from 1 August 2015;
- Circular No. 05/2015/TT-BKHDT dated 16 June 2015 of the Ministry of Planning and Investment detailing the bidding documentation for procurement of goods, which took effect as from 1 August 2015;
- Circular No. 19/2015/TT-BLDTBXN and Circular No. 20/2015/TT-BLDTBXN of the Ministry of Labour- Invalids and Social Affairs dated 17 June 2015 providing for the list of minimum equipment for vocational training at junior and college degrees, which took effect as from 1 August 2015;
- Circular No. 96/2015/TT-BTC of the Ministry of Finance dated 22 June 2015 guiding enterprise income tax, which will take effect as from 6 August 2015;
- Circular No. 21/2015/TT-BCT dated 23 June 2015 of the Ministry of Industry and Trade providing for method of determining the price of electrical system auxiliary services and the order to check the contract of the electrical system auxiliary service supply, which will take effect as from 7 August 2015;
- Circular No. 23/2015/TT-BLDTBXN of the Ministry of Labour- Invalids and Social Affairs dated 23 June 2015 guiding the method to calculate overtime wages, which will take effect as from 8 August 2015;
- Circular No. 11/2015/TT-BKHCN dated 26 June 2015 of the Ministry of Science and Technology detailing and guiding the implementation some articles of the Decree No. 99/2013/ND-CP dated 29 August 2013 of the Government on sanctioning of administrative violations in the field of industrial property, which will take effect as from 11 August 2015;
- Circular No. 35/2015/TT-BTNMT dated 30 June 2015 of the Ministry of National Resources and Environment providing for environmental protection in economic zones, industrial parks, export processing zones and high-tech zones, which will take effect as from 17 August 2015;
- Joint Circular No. 90/2015/TTLT-BTC-BKHDT dated 15 June 2015 of the Ministry of Finance and the Ministry of Planning and Investment guiding the financial mechanism for investment promotion activities, which took effect as from 1 August 2015./.
