The Government issued Action Plan on information technology application and development

On 15 April 2015, the Government issued Resolution No. 26/NQ-CP to launch Resolution No. 36-NQ/TW dated 1 July 2014 of the Politburo on enhancing the application and development of information technology (IT) to meet the demands for sustainable development and international integration.

The Action Plan of the Government set out 8 groups of tasks which need to be performed by the Government, ministries, ministerial - level agencies and localities in order to enhance the application and development of IT to meet the demands for sustainable development and international integration. Accordingly, in the future, ministries, agencies and localities will carry out tasks, including renovating and enhancing public awareness and strengthening the leadership of the Party on IT application and development, establishment and completion of the legal mechanism and policies on IT application and development, setting up a synchronous and modern national information infrastructure system and wide, realistic and effective IT application.

The other four tasks involve the development of IT industry and knowledge-based economy, promoting IT human resources to international level and acceleration of research, application and renovation of new technology, accelerating IT application in national defense and security, guaranteeing IT safety and security and increasing management capacity of telecommunications, televisions and the Internet as well as strengthening international cooperation.

In addition, the Government will accelerate IT application in all areas to increase the effectiveness of State management, improve the business environment, promote competitiveness and create favorable conditions for people and businesses in fields of economics, technology, education and training, health, transport, construction, electricity, tax, customs, and justice.

The Resolution of the Government clearly stated that by 2020, a modern, standardized and synchronous national IT infrastructure will be formed to ensure IT safety and security, and maintain national cyber sovereignty.

Regarding the implementation of the Resolution, the Ministry of Information and Telecommunications is assigned a range of important tasks focusing on fulfilling the institution of IT. Some remarkable duties are amendment of the Law on IT, and guided and detailed legal normative documents; development of the on-going draft Law on Information Security; and development of a decree of the Government on IT services.

In terms of the duty of the Ministry of Justice, according to the Action Plan, the MOJ will work in collaboration with other relevant ministries, agencies and localities to draft a decree of the Government on management, exploitation and operation of the Information System of receiving and handling of feedback and proposals on administrative regulations, and conditions and administrative procedure settlement results of authorities at all levels. The draft decree shall be submitted to the Government in 2015 for consideration./.
