Deploying synchronous measures to ensure the implementation of the Constitution

The Prime Minister Nguyen Tan Dung has directed ministries, agencies and localities to continue implementing synchronous measures to ensure the implementation of the Constitution; and to enhance the quality of drafting, appraising and inspecting legal documents and administrative procedure management.

This is the main content of Decision No. 1246/QD-TTg dated 24 July 2014 of the Prime Minister issuing the Plan to implement Resolution No. 75/2014/QH13 of the National Assembly on questions and answers at the 7th Session of the 13th National Assembly for the implementing the Constitution; and drafting, appraising and inspecting legal documents and administrative procedure management.

According to the Plan, the Prime Minister asked concerned authorities to continue implementing synchronous measures to ensure the implementation of the Constitution such as promoting advocacy, dissemination and education on the Constitution aiming at raising awareness of citizens and respect for observance of the Constitution and laws. In particular, the Prime Minister assigned Ministry of Justice in coordination with the Central Propaganda and Training Commission, Ministry of Information and Communications, Vietnam Television, Voice of Vietnam, Vietnam News Agency and localities to organize a writing competition "Learning about the Constitution of the Socialist Republic of Vietnam" on a national scale.

The Prime Minister also assigned Ministry of Justice and Government Office to regularly monitor and supervise preparation of draft laws and ordinances directly implementing of the Constitution, assuring quality and timeliness set in the law and ordinance making program approved.

Besides the implementation of the Constitution, the Prime Minister assigned Ministry of Justice regularly coordinates with ministries and ministerial-level agencies to strengthen the activity of appraising legal documents. Accordingly, the appraisement needs to focus on the purpose, requirements, scope adjustment, policy and law, the uniformity of the legal system and regulations on administrative procedures of draft legal documents. Moreover, such ministries and ministerial-level agencies should enhance training and cultivating skills of drafting, appraising and assessing the impact of draft documents for their legal officials working in law-making field.
