Promoting communication to support administrative procedure management

Deputy Prime Minister Nguyen Xuan Phuc has directed ministries, agencies and localities to perform a number of tasks to improve effectively administrative procedure management, including promoting communication to support such activities.

According to Report No. 153/BC-BTP dated 27 June 2014 of Ministry of Justice, in the first 6 months of 2014, ministries have completed the simplification of 106 administrative procedures, contributing to the total of 4,131 administrative procedures which have been simplified. Implementing Decree No. 20/2008/ND-CP of the Government dated 14 February 2008 on receiving and handling of feedback and recommendations of individuals and organizations on administrative regulations, 9 out of 24 ministries and 45 out of 63 localities issued regulations on coordination of receiving and handling of feedback and recommendations of individuals and organizations on administrative regulations with the purpose of improving such administrative regulations. What is more, in the first 6 months of 2014, ministries, agencies and localities received 1,101 feedback and recommendations, consisting of 310 ones related to behaviors, 599 ones of administrative regulations and 378 ones related to both behaviors and administrative regulations.

On 24 July 2014, Government Office issued Official Document No. 5575/VPCP-TCCV informing the direction of Deputy Prime Minister Nguyen Xuan Phuc. Accordingly, the Deputy Prime Minister asked ministries, agencies and localities to implement effectively the Resolution No. 43/NQ-CP dated 6 June 2014 of the Government on a number of tasks in administrative procedure reforms regarding developing and implementing investment projects involving land use in order to improve the business environment and attract investment. At the same time, it is very necessary to allocate sufficiently budget for administrative procedure management under the guidance of the Ministry of Finance's Circular No. 167/2012/TT-BTC dated 10 October 2012.

The ministries, agencies and localities should promote communication to support administrative procedure management. In addition, they need to collaborate with the Advisory Council of the Prime Minister for Administrative Procedure Reform to assess administrative procedure reforms for some selected fields, contributing to administrative procedure reforms in general.
