2.Decree No. 28/ 2011/ ND-CP dated 14 April 2011 on amending, supplementing the List of Enterprises which are not allowed to go on strike attached to Decree No. 122/ 2007/ ND-CP dated 27 July 2007 of the Government providing the List of Enterprises which are not allowed to go on strike and settling the requests of collective employees of enterprises which are not allowed to go on strike. The Decree shall come into effect from 01 June 2011.

1.Circular No. 06/ 2011/ TT-BKHDT dated 06 April 2011 guiding the dossier, order, procedures for issuing the “Certification of incentive, additional investment assistance to enterprises investing in agriculture and urban area under Decree No.61/ 2010/ND-CP dated 04 June 2010 of the Government”. The Circular comes into force from 22 May 2011.

1.Circular No. 55/ 2011/ TT-BTC dated 29 April 2011 guiding the regime of reporting market value of domestic goods and services, price of imported goods. The Circular shall come into effect from 1 July 2011.
2.Circular No. 52/ 2011/ TT-BTC dated 22 April 2011 providing guidance on the implementation of Decision No. 21/2011/QD-TTg dated 6 April 2011 of the Government on the extension of CIT payment in 2011 for small and medium-sized enterprises. The Circular shall come into effect from 06 July 2011.
3.Circular No. 51/ 2011/ TT-BTC dated 22 April 2011 amending and supplementing Circular No. 90/2004/ TT-BTC dated 07 September 2004 of the Ministry of Finance guiding the regime of collection, payment, management and use of fee for using inland roads. The Circular shall come into effect from 10 July 2011.
4.Circular No. 48/ 2011/ TT-BTC dated 08 April 2011 guiding the determination of demand, source and modality of disbursement for implementing a difficulty subsidy to staffs, officers, civil servants, armed forces, retired people with low retirement pension, people enjoying preferential allowance. The Circular shall come into effect from 20 May 2011.
5.Circular No. 47/ 2011/ TT-BTC dated 07 April 2011 guiding contents on valued added tax applicable to electricity manufacture and business activities. The Circular shall come into effect from 1 July 2011.
6.Circular No. 45/ 2011/ TT-BTC dated 04 April 2011 providing on customs procedure applicable to international multi-modal transport. The Circular shall come into effect from 19 May 2011.
7.Circular No. 44/ 2011/ TT-BTC dated 01 April 2011 guiding the activities of anti-counterfeit goods and protection of the intellectual property right in the customs sector. The Circular shall come into effect from 1 May 2011.
8.Decision No. 779/ QD-BTC dated 01 April 2011 on inspection of the compliance with legal regulations on price and tax with respect to certain indispensable goods.
9. Decision No. 710/ QD-BTC dated 29 March 2011 on the sales of asset attached to the land, assignment of land use right of house and land owned by the State.
10.Announcement No. 197/TB-BCT of May 06, 2011 on import wine, cosmetic, mobile telephone. The announcement shall come into effect from 01 June 2011.

1.Circular No. 13/ 2011/ TT-BLDTBXH dated 27 April 2011 guiding the adjustment of retirement pension, social insurance allowance and monthly allowance in accordance with Decree No.23/ ND-CP dated 04 April 2011 and Decree No. 22/ ND-CP dated 04 April 2011 of the Government. The Circular shall come into effect from 1 May 2011.
The State Bank of Vietnam
1.Circular No. 11/2011/TT-NHNN dated April 29, 2011 of the State Bank of Vietnam providing for termination of gold deposit mobilization and gold lending of the credit institutions. The Circular shall come into effect from 1 May 2011.
2.Circular No. 10/2011/TT-NHNN dated April 22, 2011 of the State Bank of Vietnam on stipulating the criteria for selecting strategic shareholders to the equitized state-owned commercial banks. The Circular shall come into effect from 1 June 2011.
