New requirements on occupational safety in executing consutruction works

On December 3, the Ministry of Construction issued Circular No.22-2010-TT-BXD on occupational safety in executing construction works ("Circular 22"). Circular 22 provides in details requirements on ensuring safety during the execution of construction works and liabilities of the relevant parties.

According to Circular 22, construction sites must satisfy requirments on total layout design, arrangments of materials and supplies, containers of inflammable and explosive materials, water discharge system, notice board system, total surface chart of sites, working regulation, barricade, warning board, accident alert systems and signal lights for dangerous positions as trench, barrow pit, gas trench, etc. The Circular also stipulates requirements to ensure electric safety, fire fighting and for explosion prevention.

With regarding to liabilities of the relevant parties, Circular 22 stipulates responsibilites of each party participating in the execution of construction works as: investors, contractors, project managers, supervision consultants and workers on site.

Circular 22 shall come into force after 45 days as of the signing date.
