Minister Le Thanh Long paid a working visit to Ha NamOn 30 September 2016, Minister of Justice Le Thanh Long paid a working visit to Ha Nam province. Within the framework of the visit, the Ministry of Justice’s delegation had a working session with Provincial Party Committee, People’s Council and People’s Committee of Ha Nam.As for the Ministry of Justice, Mr. Hoang Sy Thanh, General Director of General Department of Civil Judgment Enforcement, Mr. Nguyen Hong Tuyen, Director of Department of General Affairs on Legislative Development, Mrs. Do Hoang Yen, Director of Department of Judicial Assistance, Mr. Hoang Quoc Hung, Director of National Center for Criminal Record, Mr. Ngo Hai Phan, Director of Department of Administrative Procedure Management and representative of other units attached to the Ministry participated in the working visit. In terms of the Ha Nam province, Mr. Nguyen Dinh Khang, Secretary of Provincial Party Committee, Mr. Pham Sy Loi, Deputy Secretary of Provincial Party Committee cum Chairman of People’s Council and Mr. Bui Quang Cam, Vice Chairman of People’s Committee attended this event.
In the past 9 months, in the context of the world economy and the country still remained difficulties, Ha Nam province has tried its best to reach positive results in all aspect of social life. In fact, the economic development was rather good and economic structure has been shifted positively. In addition, attracting investment has been improved in terms of the number and the size of projects invested. The Election for the National Assembly and people’s council members at all level for the 2016-2021 tenure in Ha Nam province was remarkably successful. Recently, Ha Nam has been implementing resolutions the Government and Provincial Party Committee on restructuring of the agricultural sector, on improving the business investment environment and competitiveness and administrative reform for the period of 2016-2020.
Regarding the judicial tasks, according to Vice Chairman Bui Quang Cam, Ha Nam has closely followed direction of the Ministry of Justice, other ministries and local leaders to comprehensively implement key activities in all judicial aspects. The performance of the sector has confirmed its important position and the necessity in the state management of local government. In particular, some aspects have been carried out comprehensively and timely, and reached positive results, such as legal dissemination and education, and administrative procedure management. In addition, the activity of civil judgment enforcement has been improved and almost complicated cases were solved. The results of civil judgment enforcement activity in 2016 exceeded the target set by the Ministry of Justice and General Department of Civil Judgment Enforcement.
In order to continuously promote the development of the Justice sector in Ha Nam, and to limitations and backlogs, Ha Nam kindly requested the Ministry of Justice to focus on some following tasks: (i) training on the application software of civil status registration and management; (ii) regularly organizing professional training courses, especially new and complex issues; (iii) advising the Government to promulgate mechanisms and policies ensuring allowance for civil servants, officers and employees in the Justice sector.
Addressing the working session, Minister Le Thanh Long highly appreciated the efforts and achievements reached by Ha Nam province in the past few months. This success made a good base for further development in the time to come, he added. In terms of the judicial tasks, Mr. Le Thanh Long felt confident about the result of Ha Nam province Justice sector. In which, many tasks were performed with very good results, such as legal dissemination and education, settlement of complaints and denunciations and settlement of investment conflicts. What is more, the results of civil judgment enforcement activity in 2016 exceeded the target assigned. However, according to the Minister, the sector has had some limitation and weaknesses which needed to be overcome in the future.
In the coming time, the Department of Justice needs to focus on implementing newly-adopted laws such as Law on Civil Status and Law on Legal Document Promulgation; and ensuring the quality and duration of promulgation of legal normative documents on business investment conditions. The Minister requested Provincial Party Committee, People’s Council and People’s Committee of Ha Nam to promote their direction in the field of civil judgment enforcement, contributing to general achievement of the Ministry and the Justice sector./.
