At the 7th session, the National Assembly passed 11 laws and a Resolution adjusting the law and ordinance making program of the 13th National Assembly and the law and ordinance making program of 2015.
The Conference approved a report on the result of implementation of enacted laws, difficulties and obstacles in the process of preparing the law projects to ensure the quality and duration of submitting to the Standing Committee, and the National Assembly at the last year session; and the progress of law projects within the law and ordinance making program of 2015. Law drafting agencies also proposed solutions to complete the approved law and ordinance making program, including measures to improve the accountability of the heads.
In addition, the delegates suggested that relevant agencies should coordinate more closely to ensure timely preparation of draft laws in accordance with requirements established by the Resolution of the National Assembly. In particular, laws covering organizational structures must adequately, clearly and specifically provide for functions, duties, powers and responsibilities of each state agency in accordance with the spirit of the new Constitution.
Addressing the conference, Vice Chairman of the National Assembly requested relevant agencies to clearly define their responsibilities in the implementation and completion of the law and ordinance making program in the last few months of 2014. At the same time, such agencies must strictly enforce Resolutions of the National Assembly and the Government to draft and submit laws and ordinances to the National Assembly and other agencies of the NA under the approved schedule and quality assurance.
