The workshop on the draft circular guiding the management, use and exploitation of the database profile of criminal record was organized on November 30 by the Ministry of Justice in Quang Ninh. Deputy Minister of Justice Pham Quy Ty and Director of the National Centre of criminal record Dang Thanh Son co-chaired thE conference.
Law on criminal record was passed through by the National Assembly session 5 on June 17, 2009 and took effect from the date of July 1, 2010. Then on 23 thang11, 2010 the Government issued Decree No. 111/2010/ND-CP providing detailed regulations and guidelines for implementation of a number of articles of the Law.
This Law defined criminal record database was national assets; therefore, it had to closely protected, secured for long term, only authorized persons were allowed to access for exploitation. Thus, the new circular must meet requirements such as the management, use and exploitation of database subject to the provisions of the criminal record law and decree No. 111 / 2010/ND-CP and related documents; ensuring and respecting individual privacy.
Conference participants agreed that there have had many positive changes in the structure and content of the draft circular.
Deputy Minister Pham Quy Ty affirmed that through the exchange and scientific discussions of the participants, the editors would continue to study, revise and finalize the draft Circular.
On the same day, Deputy Minister Pham Quy Ty had a working visit to Quang Ninh provincial Departments of Justice and civil judgment enforcement./.-ITD
