Turning the Northern Midlands and Mountains to a green, sustainable, and comprehensive development zone

By 2030, the Northern Midlands and Mountains have achieved green, sustainable, comprehensive development zones on the basis of increasing infrastructure investment within the regions and within the Red River Delta and Hanoi; developed processing, manufacturing, and energy industries; adopted hi-tech, organic, and specialty-focused agriculture; developed border and tourism economy; protected and restored forest, especially watershed forest; promoted afforestation, developed sustainable agriculture; extracted and used resources and minerals effectively; protected the environment, ecosystem security, and water source security. Some provinces are considered well-developed provinces; cultural characteristics of ethnic groups are preserved and utilized; material and mental lives of the general public are improved; national defense and security are assured; organizations affiliated to the Communist Party and political system are strengthened; ethnic group block is strengthened.
Vision to 2045, the Northern Midlands and Mountains become green, sustainable, and comprehensive development zones; become green development model for the whole country with 50% of provinces are considered well-developed across the country; cultural characteristics are preserved and utilized; material and mental lives of the general public are improved; national defense and security are assured; organizations affiliated to the Communist Party and political system are strengthened; ethnic group block is strengthened.
Strive to attain specific objectives by 2030:
- During 2021 - 2030, GRDP reaches 8,0% - 9,0%/year; by 2030, regional economy scale reaches approximately 2.100 thousand billion VND (current price), in which, agro-forestry-fishery accounts for 12-13%, industry - construction accounts for 45 - 46%, service sector accounts for 37 -38%; GRDP per capita reaches 140 million VND/person/year (current price); total state budget revenue reaches approximately 190 thousand billion VND. Urbanization percentages reach approximately 40%; 80% of communes are qualified for new rural areas with 30% of communes are qualified for advanced new rural areas; each province has at least 3 district-level units qualified for new rural areas.
- Percentage of trained labor reaches 65 - 70%; percentage of qualified labor reaches 35 - 40%; percentage of multidimensional poverty reduces 2 - 3%/year. Have 32 hospital beds/10.000 people; 11 physicians/10.000 people; 100% medical stations of communes, wards, town-level wards practice prevention, management, and treatment of several non-infectious diseases. More than 95% of the population has health insurance.
- Forest cover reaches approximately 54 - 55%. Percentage of urban population have access to clean water via centralized water supply system reaches 95 - 100%, percentage of rural population have access to standard clean water reaches 93 - 95%. Percentage of hazardous and medical waste collected and treated reaches 90%; percentage of municipal solid waste collected and treated reaches 100%. 100% of active industrial parks and industrial clusters have standard centralized wastewater treatment system.
The region needs to develop regional economy rapidly and sustainably:
- Renovate growth model and move regional economy structure towards green economy, circular economy. Promote application of science - technology, especially achievements of the fourth industrial revolution; promote digital transformation. Implement the National strategy for digital economy and digital society until 2025 and orientation until 2030.
- Develop ecosystem of startup business, connect universities and research institutes with industrial sectors and enterprises; take advantage of startup systems suitable with practical conditions of the region. Continue to effectively implement the Program for assisting application, transfer of scientific and technological advances promoting socio-economic development in rural areas, mountainous regions, and ethnic minority regions during 2021 - 2025 and orientation towards 2030.
- Develop regional industry sectors by applying high technology, environmental friendly technology focusing on processing, manufacturing, and energy industries. Develop regional agriculture following the model of high effectiveness commodity agriculture, safe, organic, green, clean, and specialty-oriented production; establish monoculture farming zones with appropriate scales.
- Develop regional services and commerce sectors by improving quality, diversifying, and promoting tourism activities between provinces in the region. Promote ecotourism and community-based tourism while preserving characteristic traditional values. Implement the Program for preserving and utilizing Vietnamese cultural heritages sustainably for the period of 2021 - 2025, Program for digitalizing Vietnamese cultural heritages for the period of 2021 - 2030.
- Improve investment and business environments, promote administrative reform, attract investment from private economic sector, and select projects with foreign capital suitable with rapid and sustainable development demand of the region; prioritize state budget capital, combine with social resources, promote investment in PPP model for primary influential structures of the region.
Ministers, ministerial agencies, Governmental agencies, Chairpersons of People’s Committees of provinces in the Northern Midlands and Mountains:
- Within functions and tasks, strictly, effectively, practically, and comprehensively implement solutions set forth under Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo and tasks under this Resolution; actively implement specific solutions and tasks of ministries and local departments, promptly deal with issues, highlight responsibilities of individuals for supervising and organizing effective implementation of assigned; be responsible to the Government and the Prime Minister for implementation results.
- Before September 30, 2022, develop and issue Action programs, plans, specific documents to implement this Resolution which clearly identify tasks, objectives, implementation progress, and expected results for each tasks and responsible entities.
- Promptly make recommendations and send to Ministry of Planning and Investment for presentation to the Prime Minister.
- Regularly monitor, inspect, supervise progress and results of tasks, schemes; on an annual basis, consolidate, assess implementation, and report to the Ministry of Planning and Investment before December 15, and report to the Prime Minister.
