Resolution of The 13th National Congress

The 13th National Party Congress was convened between January 25 and February 2, 2021 at Hanoi Capital approve the basic contents of the evaluation of the results of the implementation of the Resolution of the 12th National Congress and the general evaluation of the 10 years of implementing the National Construction Platform in the transitional period to socialism (1991) (supplemented and developed in 2011), 10 years of implementing the socio-economic development strategy 2011-2020, 30 years of implementing the 1991 Platform, 35 years of implementing reform; development orientations, directions and tasks for the development in the next time stated in the documents of the 12th Communist Party Central Committee submitted to the Congress.
In the next years, the situation in the world and in Vietnam has both advantages, opportunities and difficulties, challenges; poses many new problems and requirements that are more serious and complex for the national building and defense; requires the entire Communist Party, people and military to unite, continue to strictly develop thinking, have high political spirit, accurately and promptly forecast the development, proactively and promptly respond to all situations, make more efforts to continue to comprehensively and synchronously promote the reform, continuously develop the national potential in all aspects, firmly defend nation and the achieved achievements, develop country in a quick and sustainable manner; successfully implement the following key viewpoints, goals, orientations and tasks:
Directive viewpoints:
- Creatively develop, apply and be consistent with the Marxist-Leninist theory and Ho Chi Minh Thought. Be consistent with the goals of national independence and socialism. Be consistent with  the policy on reform of the Communist Party. Be consistent with the principles of the building of the Communist Party for the purpose of the building and defence of the Socialist Republic of Viet Nam.
- Ensure the national interests in the most effective manner according to the basic principles of the Charter of United Nations and International Law on equality, cooperation and mutual benefit. Continue to rapidly and sustainably develop the country. Closely cooperate and synchronously implement tasks. In particular, the socio-economic development is the central task; the building of the Communist Party is the key task; the cultural development is the spiritual foundation; the assurance about the national defense and security is the major and regular task.
- Strongly promote patriotism, national self-reliance, great national unity and aspiration for national development towards prosperity and happiness. Promote the socialist democracy and the synergy of the whole political system, Vietnamese culture and people. Train and improve the quality of human resources. Have the breakthrough mechanism for attraction and utilization of talents. Promote creative innovation, strictly application of science and technology, especially achievements of the Fourth Industrial Revolution. Strengthen strong motivation for the rapid and sustainable development.
- Combine the national strength with the power of the era; promote independence, self-reliance, proactiveness, active integration and improvement of the efficiency of international cooperation; maximize internal resources, take advantage of external resources, in which the human resources of internal resources are the most important.
- Strengthen the Communist Party building and rectification; promote the working-class nature of the Communist Party, improve the Communist Party’s capacity for leading, ruling and strength for the battle; build the Communist Party and political systems that are clean, strong and comprehensive; build the simplified state with effective and efficient operation in association with reduction of staff, improvement of the quality and restructuring of the contingent of officials and public employees; build the contingent of officials and members of the Communist Party, especially the contingent of officials at strategic level, leaders who are qualified, capable and reputable for their tasks, closely associate with the people. These are deciding factors in the success of the national construction, development and defense.
General objectives
Improve the Communist Party’s capacity for leading, ruling and strength for the battle; build the Communist Party and political systems that are clean, strong and comprehensive; consolidate and strengthen the people's belief in the Communist Party, State and the socialism; promote the aspiration for national development towards prosperity and happiness; promote the spirit and strength of national unity in combination with the power of the era; comprehensively and synchronously promote the reform, industrialization and modernization; firmly build and defend the nation; maintain a peaceful and stable environment. Vietnam aims to become a socialist-oriented developed nation by the middle of the twenty-first century.
Specific objectives:
- By 2025, the 50th anniversary of the liberation of the South and national reunification: Vietnam aims to become a developing country with the modernity-oriented industry and surpass the low-middle income level.
- By 2030, the 100th anniversary of the founding of the Communist Party of Vietnam: Vietnam aims to become a developing country with the modernity-oriented industry and the high-middle income level.
- By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: Vietnam aims to become a developed country with high income.
Orientation to the main targets for the socio-economic development in the five years from 2021 to 2025:
Economy: The average economic growth rate (GDP) in 5 years is about 6.5 - 7%/year. By 2025, GDP per capita is expected to be about 4,700 - 5,000 USD; the contribution of total factor productivity (TFP) to growth is expected to be about 45%; the average growth rate of social labor productivity is expected to be over 6.5%/year; the urbanization rate is expected to be about 45%; the proportion of processing and manufacturing industries in GDP is expected to be over 25%; the digital economy is expected to be about 20% of GDP.
Society: By 2025, the proportion of agricultural workers in the total social labor is expected to be about 25%; the rate of trained workers is expected to be 70%; the unemployment rate in urban areas in 2025 is expected to be lower than 4%; the rate of multidimensional poverty is expected to maintain a reduction of 1 - 1.5% annually; there are 10 doctors and 30 hospital beds per ten thousand people; the rate of health insurance coverage is expected to be 95% of the population; the average life expectancy is expected to be about 74,5 years; the rate of communes meeting the criteria for a new rural area is expected to be at least 80%, in which at least 10% of communes meeting the standards of "new-style" rural areas.
Environment: By 2025, the rate of using clean water and hygienic water of urban population is expected to be 95 - 100%; the rate of using clean water and hygienic water of rural population is expected to be 93 - 95%; the rate of daily-life solid waste collection and treatment in urban areas according to standards and regulations is expected to be 90%; the rate of industrial parks and export-processing zones in progress with centralized wastewater treatment system meeting environmental requirements is expected to be 92%; the rate of establishments causing serious environmental pollution under treatment is expected to be 100%; the rate of forest cover is expected to be stable at 42%.
