Shortening the time of granting legal aid collaborator’s card

According to Decree No.5/2012/ND-CP amending and supplementing some articles of the Decrees on registration of security transactions, legal aid, lawyers, legal consultancy, the time of granting collaborator’s card  will be 7 days instead of 22 days as currently.
Specifically, within 04 days after receiving the dossier (in Decree 07/2007/ND-CP the duration is 15 days), the director of the legal aid center shall check the adequacy and validity of the dossier; if the dossier is valid, he/she shall submit it to the director of the provincial/municipal Justice Service for consideration, recognition and grant of a collaborator's card. Where the dossier is invalid, he/she shall return the dossier to the applicant and clearly notify the reason in writing

Within 03 working days (according to Decree 07/2007/ND-CP  it is 7 days)  after receiving the dossier submitted by the director of the center, the director of the provincial/municipal Justice Service shall consider and sign a recognition decision and grant a collaborator's card. In case of refusal, he/she shall notify the applicant of the reason in writing.

The decree also specifies the dossier of application for working as a collaborator including: 1 - An application for working as a collaborator, made according to a set form. 2 - A copy of the bachelor's degree in law, the bachelor's degree in another major or the intermediate degree in law. 3 - Curriculum vitae of individuals certified by the commune, ward or township where they reside or where the agency's proposal as a collaborator to work with two color portrait photo of size 2 cm x 3 cm. 
Decree No.5/2012/ND-CP shall take effect from the date of April 1, 2012./.-ITD
