Regulations on civil servants of communes, wards and townshipsOn December 5, the Government issued Decree No. 112/2011/ND-CP on regulations for civil servants of communes, wards and townships. Under this Decree, the recruitment of civil servants must be based on mission requirements, the standard title and number of civil servants in each title of the People's Committee of provinces and cities directly under the Central Government.The conditions of registration for recruitment servants comply with the provisions of Article 36 Law on Officials and Public Employees. Commune-level People's Committee identified other conditions specified at Point g, Clause 1 of Article 36 on Law Officers and employees to ensure compliance with the standard position to recruit civil servants in the recruitment plan and report district-level People's Committee for approval prior to recruitment.
The decree also specifies to transfer and receive from servants of communes, wards and townships to work in communes, wards and other towns; severance, retirement of the procedure, a penalty law for civil servants and content management servants.
This Decree will take effect from February 1st, 2012, abolishing content regulations for civil servants in Decree No.114/2003/ND-CP dated October 10, 2003 of the Government on servants of communes, wards and townships./.-ITD

On December 5, the Government issued Decree No. 112/2011/ND-CP on regulations for civil servants of communes, wards and townships.
