Commenting on the Project "Development of the Hanoi Law University and the Law University of Ho Chi Minh city to become the key legal education and training schools", the Standing Steering Committee agrees with the basic reasons for the need to develop the project. However, the Standing Steering Committee believed that the Project not yet fully identify the key political task of the training for legal officials for judicial agencies as required by Resolution 49 - NQ / TW of the Politburo; and especially, not clearly define criteria of key schools. The training tasks fail to associate with the objectives and tasks of judicial reform. The set goals of each stage fails to reflect the breakthrough development in terms of training quality, investment responsibilities of the State in "socializing" the training ... Accordingly, it proposes to supplement intersector viewpoints, meeting requirements of the society with focuses on training for judicial agencies and in line with the development strategy of human resource to the year 2020.
Representatives of the Supreme People's Courts (SPC) and the Supreme People's Procuracy (SPP) also pointed out that, the Project does not reflect and explain disadvantages of the training quality; fails to provide causes of the fact that many students graduate without jobs or have job not relating to their professionals or the fact that the graduates do not want to work in judicial agencies. Therefore, it is essential to assess these two unviersities’ capacity and, at the same time, propose directions and solutions to attract human resources to judicial agencies.
Related to the draft report submitted to the Politburo on assignment of training tasks of judicial officials and staff, recruitment of legal officials for the people's courts and people's procuracies, the Standing Steering Committee said, the draft report was carefully developed and systematically reflected the Politburo’s policies and the Committee’s viewpoints on trainings for judicial titles. The majority of the Committee’s members recommend that the Judicial Academy should continue its professional trainings for three titles: judges, prosecutors and lawyers as there are common grounds for these titles in terms of knowledge, political thoughts, laws, skills and professional ethics.
However, some believe that, it is essential to assess the theoretical grounds and practice of training activities of the Judicial Academy for three titles: judges, procurators, lawyers; training activities of training schools for court officials and prosecutors; and predict recruitment and training needs of legal officials for the courts and procuracies.
The President Truong Tan Sang said, in the recent years, both the Hanoi Law University and Law University of Hochiminh city have made important contributions in providing human resources for legal personnel, playing an important role in the socio-economic development of the country. However, the level of legal officials in general is limited, failing to meet requirements of the society, including the responsibilities of Justice Sector and the network of training schools for legal officials. Therefore, it is essential to develop these two schools on the major schools to become the key training schools for legal officials.
At the need of training for legal officials, the two schools need to further improve its training quality, providing high-quality human resources for the society, especially the ability of international litigation and understanding of international laws. In the short term, it is essential to enhance the officials and lecturers to have strong professionalism, firm political characteristics, update curricula and training programmes to meet requirements of international integration; and conduct researches on "nomination" model, ensuring the set objectives and requirements, etc.
Related to assigning training task for judicial officials and staff training, staff recruitment for People's Courts and procuracies, President Truong Tan Sang emphasized the need to assess the practice of training and retraining, as well as its need in the future in order to have rational assignment in practice.
President Truong Tan Sang proposes the Drafting Committee to continue carefully considering, reviewing and summarizing opinions of members of the Steering Committee and relevant agencies to be submitted to the Politburo./.
