The workshop’s objectives are to discuss and analyse the theoretical and practical grounds as well as objective demands, necessity of organization of regional people’s court of first instance and regional people’s procuracy; to identify and assess difficulties, challenges and solutions for organization of regional people’s court of first instance and regional people’s procuracy at provinces; exchange information and share experience of models of regional first instance courts of some countries; and recommend issues and experiences to be applied in Vietnam, which will be included in the Steering Committee’s report to the Politburo.
The workshop was co-chaired by Ms. Le Thi Thu Ba – Member of the Party’s Central Committee, Deputy Director of the Party’s Central Office, Deputy Director of the Central Standing Steering Committee of Judicial Reform and Mr. Nguyen Van Quyen, Deputy Chief Cabinet of the Party’s Central Office, Deputy Director of the Central Standing Steering Committee of Judicial Reform. Participated the workshop were representatives of the Government Office, Office of the Prime Minister, the Party’s Central Office, Supreme People’s Court, Supreme People’s Procuracy, Ministry of Public Security, Ministry of Justice, Lawyers’ Association, Viet Nam’s laywer federation, and representatives of people’s courts, people’s procuracies and Steering Committees of Judicial Reform of provinces and centrally-run cities of the North and Central of Vietnam.
At the workshop, national consultants presented the following issues: “Theoretical grounds for organization of regional first-instance people’s courts” – by Mr. Pham Cong Tuyen, Deputy Director General of Department of General Statistics, Supreme People’s Court; “Difficulties and challenges, its causes and solutions for organization of regional first instance people’s courts” – by Mr. Tran Van Tu, Deputy Secretary of the Communist Party, Supreme People’s Court; “Advantages and disadvantages, challenges and directions, solutions for organization of regional people’s procuracies” – Mr Le Huu The, Deputy Prosecutor General of the Supreme People’s Procuracy; “Outputs and experience in organization of regional military courts and procuracies of the military” – by Mr. Le Thanh Trung, Director General of the Legal Department, Ministry of National Defense; “Practice of organization of regional first-instance courts of other countries” – by Mr. Tran Van Tang, Deputy Director General of the Institute for Judicial Science, Supreme People’s Court; “Difficulties, challenges and its causes, solutions for organization of regional first-instance people’s court at provincial level” – Chief Judge of people’s court of Hoa Binh province; “Difficulties, challenges and its causes, solutions for organization of regional people’s procuracy at provincial level” – Prosecutor of people’s procuracy of Ha Tinh province. Presented at the workshop were also international experts on models of regional first-instance courts of some countries – issues to be studied and application to Viet Nam./.
