The Korea Ministry of Government Legislation has held the annual Asia Legislative Experts Symposium (ALES) since 2013 to share experiences between Asian legislative experts with the goal of developing legal reform strategies to address common challenges that Asian countries all face during the process of economic development. The Symposium drew the participation of representatives from the legislatures and judicial agencies in Asia, international organizations, representatives of a number of well-known law firms, scholars of the leading Korean law universities, researchers and activists in legal sector in Korea and other countries in region.
In the opening speech, the Korea’s Minister of Government Legislation has introduced the mission of the 4th ALES is to share legislative development experiences and make proposals on legal reform for the development in transport and public transportation systems of Korea and ASEAN countries which contribute to the development of traffic infrastructure, tackle the problem of traffic congestions due to rapid economic growth and urbanization and support to the socio-economic development of each country and the whole region.
Delivering the Symposium’s welcome speech, Mr. Tran Tien Dung, Viet Nam Deputy Minister of Justice highly appreciated initiatives and efforts of the Korea Ministy of Government Legislation in organizting the annual Asia Legislative Experts Symposium and especially appreciated the theme of this year’s Symposium on “Legal reform strategies for enhancing efficiency of the ASEAN transport systems”. Mr. Dung also shared information on the process of legal reform including the transport law of Viet Nam in recent years and confirmed: “Viet Nam wish and will continue to proactively cooperate with Korea as well as other countries in the region in the process of legal reform, aiming at building the increasingly prosperous Asia and mutual development ".
During the 02 main Sessions on (i) ASEAN Transportation law: Current Status and Potential Areas of Modification and (ii) Legislative Modification Strategies for Promoting Development of ASEAN Public Transportation, the delegates have discussed on numerous issues, such as: the development of Korea’s transport law and transportation system, Myanmar’s Transport Law, vision and action for the development of Seoul’s transportation system, legislative modification strategies for promoting public transportation system in ASEAN countries, legislative modification experiences for the promotion of public transportation of Philippines, challenges and measures for the promotion of sustainable urban transport of Viet Nam.
