National Science Conference to review law established under King Le Thanh Tong's regime
On 4 March 2017, the Ministry of Justice collaborated with the People’s Committee of Thanh Hoa Province to hold a National Science Conference on "Legal reform and the establishment of the state apparatus under the regime of King Le Thanh Tong". The Conference aims to promote the value of the ideologies and country management under King Le Thanh Tong's reign.
 
Former General Secretary of the CPV Le Kha Phieu, Mr. Uong Chu Luu, member of the Party Central Committee, Vice Chairman of the National Assembly, leaders of the Ministry of Justice, Thanh Hoa localities, ministries, ministerial level agencies and over 300 delegates attended the Conference.
Dr. Le Thanh Long, member of the Party Central Committee, Minister of Justice, Mr. Nguyen Dinh Xung, Deputy Secretary of provincial Party Committee, Chairman of People's Committee of Thanh Hoa, Dr. Phan Chi Hieu, Deputy Minister of Justice, Historian Duong Trung Quoc, the General Secretary of the Vietnam Association of Historical Sciences and Dr. Nguyen Van Cuong, Acting Director of Institute of Legal Science co-chaired the National Conference.
Opening the Conference, Dr. Le Thanh Long stressed that over the past years, the Party and State have carried out a range of legal, judicial and administrative reforms and have reached certain successes. However, the limitations in the past reforms still existed, which have been recognized in the documents submitted to the 12th Party Congress. For example, the institutions in the state apparatus have not been reasonable and effective; and, the legal system is unstable. These limitations need to be carefully studied and overcome in the process of building the socialist law-based State in our country today.
In that context, the Minister said that the National Science Conference on "Legal reform and the establishment of the state apparatus under the regime of King Le Thanh Tong" is extremely important, both in theoretical and practical manners. The Conference is not only an opportunity for the generations of lawyers, researchers and practitioners to acknowledge and appreciate the immense contributions of their predecessors in the nation's history. At the same time, it is also an opportunity to continue to study the experience of the law reform and state building and protection of our predecessors.
At the Conference, many experts focused on the ideas incorporated in Hong Duc Law - a law from ancient times that was famous for its humanitarianism and patriotism. Scholars also affirmed that the regime under King Le Thanh Tong had a unique design that had a check and balance mechanism that ensured the law was implemented uniformly. Information was transparent from the central to grassroots level.
Integrity was highly appreciated. Many values and experience from this regime are still good lessons that can be applied to modern times./.
