As for the Ministry of Justice, Deputy Ministers Dinh Trung Tung, Nguyen Khanh Ngoc, Tran Tien Dung and heads of attached units, Departments of Justice and provincial-level agencies for civil judgment enforcement also participated in the conference.
The Ministry of Justice has implemented comprehensively key activities in all aspects
Evaluating results of judicial activities in the first 6 months of 2016, Deputy Minister Tran Tien Dung emphasized that the Ministry of Justice implemented comprehensively key activities in all aspects, closely following the direction of by the Government and the Prime Minister. The tasks of the Ministry were done with the ensuring of the quality and progress according to programs and plans, in which some activities have positive changes and reached high results. Accordingly, the task of legal normative document development has been paid much more attention, focusing on issuing legal normative document guiding the implementation of laws and ordinances. In addition, the Ministry of Justice has conducted its whole responsibility in appraising and making comments on draft decrees, ensuring the quality and duration of promulgation of legal normative documents on business investment conditions. The legal dissemination, especially the dissemination on the Election for the 14th National Assembly and People’s Councils for the 2016-2021 term, was promoted in the first 6 months of 2016. In the field of civil judgment enforcement, in the first 8 months of 2016 (from 1 October 2015 to 31 May 2016), this activity also achieved some positive results. Accordingly, civil judgment enforcement agencies completely executed 296,041 cases, with the rate of 56.22 per cent (an increase of 9.62 per cent compared with the same period of last year).
Law on Civil Status basically met the civil status registration demand of citizens
At the conference, head of Department of Civil Status, Nationality and Authentication informed that Law on Civil Status and guiding legal documents basically met the needs of civil status registration of people and the requirements of the State management of civil status in the transition period, contributing to administration reform.
In the first 6 months of 2016, commune-level People’s Committees conducted birth registration for 881,091 children, marriage registration for 357,066 couples and death registration for 267,199 cases. Moreover, district-level People’s Committees conducted birth registration for 2,442 children, marriage registration for 2,086 couples and death registration for 139 cases involving foreign elements. Generally, civil status registration was performed in accordance to provisions of laws, meeting the satisfaction of the people.
Improving the activity of inspection
Assessing of judicial tasks in the first half of 2016, Minister of Justice Le Thanh Long confirmed that the whole sector of Justice has tried their best and performed proposed works, sticking to programs and plans, contributing to the political tasks of ministries, branches and localities. The Justice sector has effectively counseled for the Government and the ministries to deal with new cases arising in practice, showing the transformation and availability of judicial staff from central to local levels. In addition to these achievements, the Minister has frankly stated problems and backlogs of the Sector in the first 6 months of 2016, such as the delaying in circular promulgation, the problems of legislative development and judicial assistance.
In the last 6 months of 2016, Minister requested that the whole Sector continues focusing the completion of key tasks set out and be ready to deal with new issues that may arise in practice. In particular, the Justice sector must pay much more attention to legislative development, law enforcement and the implementation of Law on Promulgation of Legal Documents of 2015 and Decree No. 34/2016/ND-CP dated 14 May 2016 of the Government detailing some articles and the implementation of Law on Promulgation of Legal Documents. What is more, the activity of inspection and examination also needs to be promoted, especially focusing on the field attracting public concern, thereby improving the quality of judicial work and creating the confidence of the people regarding the activities of the Ministry and the Justice sector in the time to come./.
