Celebrating the 70th Anniversary of the Justice Sector and receiving the First Class Independence Order
On Monday, 24 August 2015, the Ministry of Justice formally celebrated the 70th Anniversary of the Justice Sector, the General Secretary of the Communist Party of Vietnam Nguyen Phu Trong attended and addressed the Ceremony.

Mr. Nong Duc Manh, Former General Secretary of the Communist Party of Vietnam, Mr. Tran Duc Luong, Former State President, Mr. Nguyen Xuan Phuc, Politburo member, Deputy Prime Minister, Mr. Uong Chu Luu, the Member of the Central Committee, Vice Chair of the National Assembly, Mr. Tran Quoc Vuong, Secretary of the Party Central Committee and Chief of the Party Central Committee’s Office; leaders, former leaders of the National Assembly, the Government, ministries, agencies and localities also attended the Ceremony.

Regarding leaders of the Ministry of Justice, Minister Ha Hung Cuong, and Deputy Ministers: Dinh Trung Tung, Nguyen Khanh Ngoc, Phan Chi Hieu and formers leaders attended the Ceremony. In terms of international guests, the Ministers of Justice of Laos, Cambodia, Thailand, Ambassadors and members of Diplomatic corps also participated in the event.

The Justice Sector had recently made significant progress

Delivering the speech, Minister of Justice Ha Hung Cuong recalled the Sector achievements over the past 70 years, adding that it has adequately performed its function in legislation, State management in legal and judicial affairs, as well as judicial assistance. During the country’s renovation period, the Sector has improved its theoretical awareness and its political and legal mindset on researching, proposing and building national strategies for legal and judicial affairs in line with the Political Platform in order to develop the country in the transitional period towards socialism and socio-economic development strategies. He said that the Sector had recently made significant progress, and judicial work had been strengthened in terms of scope and quality. Particularly, it has grown into a trustworthy advisor to the Party, National Assembly, Government, Party committees and local authorities, Justice Minister Ha Hung Cuong emphasized. He added that the sector would strive to overcome its difficulties and continue its glorious traditions while building on the work of previous generations for the Party, State and the people.

Speaking at the ceremony, the Party General Secretary Nguyen Phu Trong acknowledged the Justice Sector's efforts and contribution to national construction and development. "The Vietnamese Party and State will continue to build a state of jurisdiction of the people, by the people and for the people, while promoting legal and judicial reforms, focusing on building a transparent and strong state administrative system to ensure integrated and effective management," the Party leader said. He demanded the sectors unwavering faith and absolute loyalty to the Party, close ties with the people and dedication to tasks entrusted by the Party and State, to contribute to strengthening public trust in the Party, State and Socialist regime.

In any circumstance, the sector must be steadfast in its goal and Party position on building and implementing a law-governed socialist State and legal system. It is the order given by the General Secretary of the Communist Party of Vietnam Nguyen Phu Trong for the Justice Sector.

The leader asked for the Sector to increase its capacity in order to make thorough and comprehensive changes to the quality and operation of the Sector. He went on to add that it must institutionalize the Party resolutions, especially the Document of the upcoming 12th National Party Congress while providing feedback on the National Assembly’s legislation program for the 14th tenure, in a move towards bringing in a synchronous, transparent and effective legal system by 2020. The Sector was also required to further improve the State management of citizenship, household and legal records, improve civil enforcement and administrative procedures, as well as rally public resources to provide public services in the field of judicial assistance.

Towards the end of his speech, the Party chief affirmed that personnel training ought to be a focus, initially through partnership with the Supreme People’s Court and the Vietnam Bar Federation in order to train a contingent of professional lawyers who are able to work on international issues to protect the rights and interest of the State, businesses and citizens in Vietnam.

International guests highly value the continuing development and growth of the Justice Sector

On behalf of the Minister of Justice of Cambodia, the Minister of Justice of Thailand, Ambassadors, Member of the Diplomat corps, Diplomats of friendly countries as well as International Organizations, on the Celebration of the 70th Anniversary of Justice Sector, Mr. Bounkeuth Sangsomsak, Minister of Justice of Laos PDR delivered the statement. In his speech, he values highly the continuing development and growth of the Justice Sector in Vietnam from the period of fierce struggle for national independence and unification, period of maintaining peace and public orders as well as the building and development of Vietnam to be prosperous, progressive, civilized and justice through the Nation. Over the past 30 years under the implementation of the New Development Policy called “Doimoi” as to build and defense the country, the Ministry of Justice of Vietnam as well as the Justice Sector have been under taking tremendous efforts in building the State of law; supporting to social-economic development, upholding the people’s democracy as the foundation of State of law thus contributing successfully to the strong and stable National defense and maintaining public orders as well as the Socialist interests and regional and global integrations. 

This illustrates that the concrete initiatives and energy of the Leaders, the senior and retired officials, and staffs of Justice Sectors under the correct and wise leadership and directions of the Communist Party of Vietnam to build the nation to be prosperous, strong and stable, people’s democracy, justice and civilized gloriously and steadily, said him.

At the ceremony, Deputy Prime Minister Nguyen Xuan Phuc awarded the First Class Independence Order to the Justice Sector. Vice Chair of the National Assembly Uong Chu Luu also awarded the Independence Order, Labor Orders at all classes to leaders, former leaders of the Ministry of Justice./.
