The 5th working session of the Central Council for Coordination in Legal Dissemination and Education
On 14 August 2015, the 5th working session of the Central Council for Coordination in Legal Dissemination and Education was held to review the operation of the Council in the past 7 months and develop its plan in the remaining months of 2015. Justice Minister, President of the Council Ha Hung Cuong chaired the working session.

Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa, Deputy General Director of the Vietnam Television Station Pham Viet Tien, Secretary of the Ho Chi Minh Communist Youth Union Nguyen Long Hai, and other members of the Council and representatives of relevant agencies participated in the working session.

In the first 7 months of 2015, the Coordination Council at all levels followed the functions, duties and powers assigned to perform their activities, reaching positive results. The coordination in many ministries, agencies and localities has been improved; therefore, the quality and effectiveness of legal dissemination and education have been raised, initially sticking closely on political tasks of such ministries, agencies and localities. The activity of legal dissemination and education attached to matters of public concern, further enhancing the responsibility of ministries, agencies and localities in this work. In addition, the State management over legal dissemination and education was intensified and paid more attention. Especially, the role of the Permanent Body of the Council was increasingly affirmed and promoted. Therefore, most newly enacted legislation was promptly disseminated to officers and the People in appropriate forms. The activity of legal dissemination and education was more closely linked to the work of law making, policy dialogue and flexible policy responses.

At the working session, the participants highly appreciated the achievements of the Council in the first 7 months. Moreover, they shared experiences in the work of legal dissemination and education in their ministries, agencies and proposed several measures to further improve the quality and effectiveness of this activity in the future. Some of them were enhancing the activity of fostering and education for law propagators of ministries and agencies, making coordination among agencies and agencies better, and having solutions to deal with difficulties, particularly financial matters.

Addressing the working session, Justice Minister Ha Hung Cuong, President of the Council agreed with opinions of the members of the Council. He highly appreciated the results of performance of the Central Council for Coordination in Legal Dissemination and Education in the first 7 months of 2015. The Minister particularly emphasized on the success of the Contest “Learning about the Constitution of the Socialist Republic of Vietnam” and the results of the consultation of the People to the Vietnam Civil Code (amended). In the time to come, the Minister urged ministries and agencies to review their institutions to remove difficulties for agencies and units regarding financial matters. What is more, application of information technology in this activity needed to be enhanced, contributing to the development of this performance in the coming time./.
