Implementing the 2011 action plan, Ministry of Justice on16 December held the preliminary review meeting of three -year implementation of Decree No.78/2008/ND-CP dated June 17, 2008 of the Government on management of legal cooperation with foreign partners.
The conference witnessed the attendance of representatives from ministries, agencies, localities and departments under Ministry of Justice. Deputy Minister Hoang The Lien attended and chaired the conference.
Delivering opening speech, Deputy Minister Hoang The Lien emphasized that international cooperation played a significant role in law-making. In the integration process and building the rule of law state, without international cooperation in the legal field, documents and other legal matters will lack of measures to be taken in accordance with international law, the new thinking in the law-making will not be receptive and applied.
Decree 78 was issued had contributed to strengthen the legal framework for Government’s management of legal cooperation with foreign partners. However, the monitoring and inspection of the Ministry of Justice showed that not all the agencies fully implemented the Decree, some provisions of the Decree has exposed the inadequacies and limitations.
Thus, it is now the appropriate time to review and reassess the overall situation of the implementation of Decree 78.
The conference participants have actively discussed and exchanged views on the related content including the draft preliminary report of three- year implementation of Decree No.78/2008/ND-CP of the Justice Ministry. These opinions will be helpful for the revision of the complete report to the Government./.-ITD
