I. The Government
+ On 16th February 2011, the Government issued the Decree No. 14/2011/ND-CP prescribing the conditions for registration and operation of customs clearance agents. This Decree takes effect from 01st April 2011 and replaces Decree No. 79/2005/ND-CP issued by the Government on 16th June 2005 prescribing the conditions for registration and operation of customs clearance agents.
Common minimum salary to increase from 1 May 2011

On 4 April 2011 the Government issued Decree No 22/2011/ND-CP increasing the minimum monthly salary from VND 730,000 (US$4.60) to VND 830,000 ($39.50). The Decree will come into effect from 19 May 2011. However, the new common minimum salary will apply from 1 May 2011.
Decision prescribing the functions, duties, powers and organizational structure of the Department of judicial administration

Justice Minister issued Decision No 97/ QD-BTP dated 26/ 01/ 2011 prescribing the functions, duties, powers and organizational structure of the National Center for judicial records. Persuant to this Decision, the judicial administration Department’s functions and duties assisting the Minister of Justice in undertaking the State management over the field of judicial records ( stipulated in the Decision 305/QD-BTP dated 05/02/2009) were handed over to the National Center for judicial records from 26/01/ 2011.
Decision No. 299/QD-TTg

On 25th February 2011, the Prime Minister issued Decision No. 299/QD-TTg promulgating the list of legal documents detailing the implementation of the Laws passed by the Legislature XII of the National Assembly at the 8th Session and assigned the presiding bodies to draft and submit them to the Government and the Prime Minister for issuance.
Circular guiding the work of emulation and commendation in the Justice Sector

On 7 March 2011, Ministry of Justice issued the Circular No 06/ 2011/ TT-BTP guiding the work of emulation and commendation in the Justice Sector. The Circular guided the subjects, scope, principles, forms, criteria, competence, order and procedures for emulation and commendation; the Emulation and Commendation Council; units and regions of emulation and the emulation and commendation Fund in the Justice sector.
Conditions for registration and operation of customs clearance agents

Guidance for 2010 corporate income tax (CIT) finalization

On 14 February 2011, the MOF issued official letter No. 1933/ BTC-TCT confirming the guidance regarding finalization of 2009 CIT in Official Letter 7250/ BTC-TCT dated 7 June 2010, which will also apply for 2010 CIT finalization.

- Decree No. 120/2010/NĐ-CP dated 30 December 2010 amending and supplementing some articles of the Decree No. 198/2004/NĐ-CP dated 03 December 2004 of the Government on collection of land using fee. This Decree stipulates the amendment and supplements of some articles of the Decree No.198/2004/NĐ-CP dated 03 December 2004 of the Government on collection of land using fee. This Decree will come into effect from 01 March 2011.This Decree will cancel the regulations of item 2, Article 8 of the Decree No. 198/2004/NĐ-CP dated 03 December 2004 of the Government and Article 5 of the Decree No. 84/2007/NĐ-CP dated 25 May 2007 of the Government
Legal documents come into effect from late February 2011

On 31 December 2010, the Government promulgated Decree No. 122/ 2010/ ND-CP on amending, supplementing a number of articles of Decree No. 103/ 206/ND-CP dated 22 September 2006 of the Government making detailed provisions and guiding the implementation of a number of articles of the Law on Intellectual Property with respect to industrial property. This Decree shall take effect from 20 February 2011.

On 06th January of 2011, the Government of Vietnam issued Decree No.02/2011/ND-CP on administrative sanctions in press and publication field. Decree 02 will take effect as of 25th February 2011, replacing Section 1, Section 2, and Article 52, Article 53 of Section 8 of Chapter II of Decree No.56/2006/ND-CP dated 6th June 2006.
